Roles#

Any project using a TRE at Turing will involve multiple people who will each have one or more of the following roles. The first six roles below are required from the outset for any project using a TRE and appear on the project initiation form. Other roles may be filled as needed by the project.

🧑‍🔬 Project team#

The project team that will carry out the research project. They are responsible for carrying out the research inside the TRE in a responsible manner.

👩🏻‍🔬 Project representative#

Represents the project goals and is often the Principal Investigator of the project.

The project representative is responsible for ensuring that project staff comply with the Environment’s security policies. Multiple collaborating institutions may have their own lead staff members and staff members might delegate responsibilities for the TRE to other researchers. However, each project must have a single lead Investigator who takes responsibility for it.

👩🏽‍🏫 Data provider representative#

Authorised to act on behalf of the organisation providing the dataset under analysis, often a Data Wrangler from REG.

The Dataset Provider is the organisation that provided the dataset under analysis. The Dataset Provider Representative is the contact person chosen by that organisation to liaise with the institution hosting the Data Safe Haven. They must be authorised to act on behalf of the Dataset Provider, especially when decisions need to be made about accessing the dataset.

👨🏿‍⚖ Referee#

Able to provide an independent evaluation of the project’s classification. The role is most important during project initialisation to ensure that the TRE Tier levels are being respected and applied appropriately. In order to act as an independent party, the referee should not be part of the project team itself.

👩🏿‍💼 Project manager#

Responsible for running the project, often a member of the Turing’s Programme Management Team.

A staff member with responsibility for running a particular project. This role is often filled by the Programme Manager, but could also be a different nominated member of staff from the Turing. The Project Manager takes charge of ensuring that all users for their project have accounts and are able to access the TRE for their project.

👨🏽‍⚖ Data Protection representative#

The Data Protection representative is responsible for handling issues related to data protection and research ethics. They will have an understanding of the TREx (Research Ethics) and DPAP (Data Protection Assessment) processes within the Turing, ensuring that the project has fulfilled its legal and ethical obligations at initiation and when circumstances change.

🧑‍⚖ Trusted research lead#

The trusted research lead coordinates the work of the system administrators and data managers.

🦸 Project superuser#

Any member of the project team who is given superuser powers within the TRE. These will enable them to carry out certain actions, such as installing software, that would otherwise be done by the sysadmin team.

🧑‍🏫 Project data manager#

Each project needs a project data manager who is responsible for ensuring that data is handled appropriately inside the TRE. They are responsible for record keeping, ensuring that all actions and decisions relating to the project are recorded in the Sharepoint folder. They support the project team through the data sensitivity evaluation process, making sure that an appropriate sensitivity tier is used for the project. They are also responsible for approving ingress and egress of data or code, following safe data handling processes.

🧑‍🔧 Trusted research system administrator#

Trusted research system administrators are responsible for managing the secure research environments inside the Turing TRE. They can create or destroy project environments and add or remove users from them. They are also responsible for carrying out ingress or egress of code or data once this has been approved.

🧑‍💻 Trusted research data manager#

Trusted research data managers are responsible for ensuring that the Turing TRE meets the requirements for external certifications such as DSPT. They should track which users are working on which projects and request that sysadmins update the project access rules appropriately. They should also ensure that user training is up-to-date and suspend access for any users whose training has expired.
