Update user & TRE logs

Once a TRE has been torn down and the relevant users have been deleted, the 🧑‍💻 Trusted research data manager should update the central record of all users and SREs to reflect this change. This is done in the centralised spreadsheet on the TRESA Sharepoint that can be found in Documents -> information_governance -> all_users_and_projects.
